Does New-AzRoleAssignmentScheduleRequest support CA policy/SAW when elevating azure subscriptions?

We have been unable to get New-AzRoleAssignmentScheduleRequest when elevating an Azure subscription. We have a CA policy that requires execution from a SAW device.

Some basic code that should work elevating a subscription.

$EligibleRole = Get-AzRoleEligibilitySchedule -Scope $Scope -Filter 'asTarget()'|?{$_.RoleDefinitionDisplayName -match "Owner" -and $_.ScopeType -eq "subscription"}

New-AzRoleAssignmentScheduleRequest `
	-Name (New-Guid) `
	-Scope $scope `
	-RoleDefinitionId $RoleDefinitionId `
	-LinkedRoleEligibilityScheduleId $EligibleRole.Name `
	-PrincipalId $UserObject.Id `
	-ExpirationDuration PT8H `
	-RequestType SelfActivate `
	-ScheduleInfoStartDateTime (Get-Date -Format o) `
	-Justification "testing pim"

please provide another solution if this command does not support CA policies.
