Store disabled notices.

Once the plugin is activated (initial check if done) notices will only show compatibility errors.
Currently these are always shown with (due to compat with other plugin functions) could get quite annoying.
Once a user dismisses the option, store that notice key and do not show it again untill the plugin is (de)activated or updated.

• Store disabled notices.
• Reset disabled notices upon (de)activation.
• Reset disabled notices upon updating.
