You'll need to update to a newer version of Windows 10.

Make sure you are running Windows 10 version 1809 (October 2018 Update) or newer.

It is not detecting Windows Hello as FIDO2 authenticator on Windows 10 version 1903 while launching "https://webauthnsample.azurewebsites.net/" on Microsoft Edge as well as on Chrome browser. Attached the exception received.
