Clarification on bindonce directive placement

Could I get some clarification on bindonce directive placement, (best practices)?

If I am not supplying the directive a scope property (for the waiting feature), could I simply put the bindonce directive on the and be done with it? Or, is there a reason to be using the directive throughout DOM?
