The legacy component of submission sequencer batcher in its last iteration was refactored to use our external transaction relayers to submit batch submissions to the protocol state contract.
But the end of the day updates of submission counts still relied on the internal transaction manager. This dependency was not implemented in this current replacement component.
Describe the solution you'd like
Every snapshotter identity's submission counts be periodically sent to the transaction relayers to update their submission counts on the contract for greater transparency and increased decentralization.

This functionality will later on be subject to a consensus mechanism among a network of sequencers to finalize submission counts of snapshotters reliably.
