Add Support for File Selection and Service List for Rule Creation

Summary

Add functionality to select an executable file (.exe) through a file dialog and support for adding rules for services by displaying a list of available services. Users will be able to choose either a process or a service for rule configuration.

Basic example

1. Open a file dialog to select an executable or display a list of services.
2. Select the desired executable or service.

Motivation

This is useful when the process or service is not running yet and cannot be selected from the active process list, allowing preemptive rule configuration.
