_On our cloud, it can take up to a minute to create a new API or Policy, while changes to already created APIs and Policies happen very quickly. When a new policy is created, the cloud gateway which is involved in the key creation process needs to reload and fetch the new policy. It can take up to a minute to do so, which is why you will see the key creation fail.

If you are using an automated way to do this, you can add some sleep time into the script (and maybe with a retry) to make sure that the key can be created._
