Feature

Enhanced hover/focus state so it is clearer that the item has been selected and will be the point of interaction.

Proposed

Apply a clear styling to the hover + focus state to any buttons and/or links.
Ensure that the styling meets any color contrast expectations.

Reason

User needs clear indication of which element they are going to be interacting with.

WCAG 2.0 also requires (at Level A) that color not be used as the sole method of conveying content or distinguishing visual elements.

This would be a change to the global CSS for kingcounty.gov. I've proposed the change. It will probably take a while, since it's work we'd be doing in between scheduled tasks.
