Chat welcome jumps when context wraps #233887

Steps to Reproduce:

have enough context and a narrow chat that the context pills wrap
clicking through files notice how the chat welcome jumps up and down

Maybe we could reserve enough space that this jumping does not happen:

Hm, I guess I already did report this in https://github.com/microsoft/vscode-copilot/issues/10086
