Cannot use API proposal

Hi. Maybe im too newbie. But im getting error that i cant use the API Proposal, but nowhere does it mention this in the extension. Installed it through marketplace. Id love to use sherlock, but it just wont work, even if starting in dev mode it says it cant find the command (for settings for instance)
