Update pipy with latest tag

Hi!

We noticed that the latest version on pipy is 3.0a2 publish at Oct 15, 2019.

However the tag of the version 3.0 was done on Jul 28, 2020 and its not available on pipy https://pypi.org/project/jira/#history

Can you update the releases on pipy? Does this have any relationship with issue #896?

For anyone frustrated by this is, you can do this in the interim:

pip install -e git://github.com/pycontribs/[email protected]#egg=3.0
