Help local setup for the v11 branch

I have been trying to stand up got locally, specifically the v11 branch. However, when I run npm run build from the root of the project, the 'tsc' command fails saying it has found 1068 errors.

npm: 9.4.2
node: v18.6.0
tsc: Version 4.0.3
