UEFI spec level support

I'm searching through the Wiki and anything else I can find but haven't yet found an answer. How does one know which level of the UEFI spec is currently supported at any given STABLE tag/release? Is it always safe to conclude that the latest version of the spec is supported in the most recent tags? (This seems a problematic assumption since it would be impossible to support changes in a spec released "yesterday" in code released "today", as an example)
