A new key Builds at the repo and branch levels contains the builds for a repo. Upgrade tests use the std build artefacts.

A new key Builds at the repo and branch levels contains the builds for a repo. With this, we will no longer use features for builds.
Upgrade tests use the std build artefacts.
Atefacts are filtered using build ids to push them to the correct repos.
