Creates NPC "Tinny" & quest "Items for Tinny".

Closes #256

TODO:

  • Create NPC Tinny.
  • Create quest.
    • Much of the dialogue has been hashed out in New NPC Tinny #256, but the reward should be changed since there is now another quest that already increases bag size.
  • Create unit test(s) for NPC.
  • Create unit test(s) for quest.
